DEPARTMENT AS A BASIS FOR TRAINING A NEW GENERATION OF HEALTHCARE MANAGERS

Abstract

Background. The quality of healthcare organisation management depends on a sustainable system for train­ing managerial personnel that integrates the specific context of the healthcare sector, modern management tools, and evidence-based approaches.

Objective. To substantiate the institutional role of the Department of Public Health and Healthcare Manage­ment in training a new generation of healthcare managers.

Materials and methods. An analytical review of 14 national and international sources addressing the training of healthcare managers, leadership development, and health system reform was conducted. Comparative, systems-based, and institutional methods of analysis were applied.

Results. The educational, methodological, scientific and analytical, regulatory, and professional integration functions of the department were identified. The departmental model was shown to provide context-specific training for healthcare managers, facilitate the development of a professional community, and support continuing profes­sional development. Approaches adopted in the United Kingdom, Germany, France, and Asian countries were sum­marised, and areas for adapting international experience to the conditions of the Republic of Uzbekistan were iden­tified.

Conclusion. The Department of Public Health and Healthcare Management is a strategic institutional asset of the healthcare sector and can serve as an intellectual centre for the training of healthcare managers and the scientific support of reforms.
